The seven-year-old Maoist insurgency and the violent activities known as the peoples war in Nepal indeed affected many aspects of our life, creating a difficult situation in the country. The political workers, teachers, police and army personal, and ordinary members of the civil society were affected from these activates. Many were killed and many private and public properties were lost and damaged during this movement. On 29th Jan. 2003 HMG Nepal and the Maoist declared ceasefire. The ceasefire created a hope for the people of Nepal that they can survive in a peaceful way .The people facing this problem feel that this will be converted into permanent peace. Nepali Congress being a responsible party welcome the ceasefire as a positive step to solve the Maoist problem, however with a caution. The purposed peace talk should ensure adhering to the constitutional framework of 1990, and acknowledging the achievements of the people revolution of 1990, as its focal points. In addition Nepali Congress would like to express its determination to seek permanent political resolution to the problems faced by the nation. The Code of Conduct approved and to be implemented by both sides during the Ceasefire has been signed and published on ……, While recognizing the need for the creation of an atmosphere for talks for a peaceful resolution of the conflict and committed to the announced ceasefire, the State (His Majesty’s Government) and Rebel (Nepal Communist Party, Maoist) have agreed to the 22 points code of conduct to be followed during the ceasefire. If both the parties follow the code of conduct honestly the peace process will be started in the country. Having this belief all people in the country hope that the proposed peace dialogue should be start soon and the present peace process will be converted into permanent political resolution. The need of today is to begin the dialogue between the State (His Majesty’s Government) and Rebel (Nepal Communist Party, Maoist) and reach into the conclusion which will strength multiparty democracy, constitutional monarchy, and parliamentary system of governance, independent judiciary and human rights as the fundamental rights of the general citizens in the country. It has therefore been assumed that the conclusion of the dialogue will make Nepali people stronger and will not make any harm to there rights who became sovereign following the popular movement in 1990. In spite of trying to get support from all sides ,The priminister and his collegue time and again are repeating that only the government is participating in the peace process .Political parties are not helping the government . These statement are creating the confusion in the society . Today nobody is saying that there should be no dialogue, no peace. All political parties, intellectuals, journalist, lawyers and civil society are emphassinging that they are positive to the peace process. When all political parties, intellectuals, journalist, lawyers, human right activists and civil society were emphasigimg that the dialogue is the only solution of this problem and the State and the Rebel has to sit in the dialogue soon and come into conclusion which will give a peaceful solution for the country. In spite of sitting in the dialogue and sowing commitment to the outcome of the 1990 revolution the government is playing its role to blame the political parties that they were not helping to the peace process. If the dialogue is the strategy for both the parties, which believe there will be no meeting of minds, and there is no honesty in dialogue the blaming to the political parties will benefit them .PM Chand, in a meeting in his hometown said that if the political parties do not help, the government will go a head alone in the dialogue with the Maoist. Other member of his cabinet and Rebalean Maoist leader also delivered similar expression in many occasion . But the president of Nepali Congress Girija Prashad Koirala when in a telephone call to the primeminster L.B. Chand asked to send a copy of the proposed code of conduct he refused to send it. Similarly when GPKoirala asked to the Maoist who will be the participant of the roundtable conference, what was the modality of the Interim government and what major provision will be included in the constitution which will be written by the constitution assembly better than the present constitution they did not give any clear answer. So what kinds of help do the government and the maoist want from the political parties has not been explained . Both of them are not trying to take the political parties in confidence. That is why there is a doubt whether the Ceasefire and proposed Peace Dialogue is a solution or a strategy .If it is not the strategy Nepali congress has given the buttomline through which the problem can be solved. We believe that the signing of the code of conduct is one step forward to the peace process if honestly followed by both the parties . Unless the final settlement is done there will be no permanent peace in the society. Though the ceasefire between government and the Maoists is a positive development, the dialogue should be transparent, successful and result-oriented. The dialogue should further enhance the sovereign rights of the people, safeguarding the achievements of the 1990 popular movement. This is what all political parties, human right activists, civil society needs today. As the Maoists have already renounced their demand for a republic, the present Constitution is capable of fulfilling all Maoist demands and the constitutional reforms will satisfy of all of us. We are just watching whether compromise between the two arm forces will affect the right of the third party i.e. the parliamentary forces, the human right activists, intellectuals and civil society. That is why we are demanding that the dialogue should be transparent, result oriented. If the concensous can be created among all political forces of the country the present peace process can be converted into permanent political resolution . Even today 80 % of the people are behind Nepali congress and UML . No one can leave these forces behind . Today nobody wants to hear that the proposed peace dialogue should be a strategy to defame and blame the political parties. It should be a solution of the political problem confronting the nation.
